Skills are the connective tissue. They're not just workflow documentation. They encode the decisions that look identical on the surface but aren't: given two vendors with similar pricing, we choose the one that aligns with our values. Given two architectural options that both work, we choose the one that keeps our data consolidated. Skills carry that judgment so agents can operate without a human weighing in on every decision.
